Dr Kirkup has been appointed by the Secretary of State for Health to Chair the Independent Investigation.
Dr Kirkup has had a long and distinguished career in the health sector. He started as a ward orderly and then qualified as a doctor, specialising in obstetrics and gynaecological oncology. He later moved into public health and medical management and his career highlights include:
- Director of Provider Performance Management at the Department of Health, Northern and Yorkshire, 1996 to1999
- Regional Director of Public Health
- Associate Chief Medical Officer in the Department of Health from 2005 to 2009
- worked on public health and reconstruction in Kosovo, Iraq and Afghanistan.
Dr Kirkup has previously led investigations into the Oxford paediatric cardiac surgery unit, Jimmy Savile’s involvement with Broadmoor Hospital and maternity and neonatal services in Morecambe Bay. He was also a member of the Hillsborough Independent Panel.
Dr Kirkup conducted the Independent Review of the Liverpool Community Health NHS Trust that reported in 2018.
He was made a CBE in 2008.
