Julian has a wide breadth of experience in healthcare, its governance and its regulatory systems.  He has worked in all parts of the NHS as well as the Department of Health and Social Care.  He was previously Head of Clinical Quality at the Department of Health – overseeing the introduction of Clinical Governance, the creation of the Health Care Commission and the establishment of the National Patient Safety Agency.  He is currently Deputy Chief Operating Officer at Public Health England.

Julian is an experienced Investigator, focusing on failing healthcare.  He was a member of the Morecambe Bay Investigation (2015) and the Liverpool Community Health Independent Review (2018). He was recently a Member of the Expert Advisory Group on Investigations to the Secretary of State for Health and Social Care.

He was recently been made an Honorary Member of the Faculty of Public Health. He also Chairs a Charitable Trust promoting community involvement in sport and is a Justice of the Peace.
